學生資助是大學教育裡重要的範疇,其宗旨是協助所有合資格及需要
經濟援助的學生達到心目中的教育水平。不過,政府未有正視學生資
助政策的不公平情況;更甚的是,政府更進一步採取強硬政策壓逼無
力還款的學生,企圖外判學生資助計劃,及強推學生信貸資料庫,完
全違背學生資助的宗旨。

Student financial assistance is a crucial part in tertiary education sector,
aiming at helping all qualified and needy students to continue their
studies. However, Hong Kong government has never faced the inequalities and
injustices in their student financial assistance policies; even HK
government tries to carry out a tougher policy to oppress students who are
not able to repay. HK government attempts to outsource the student financial
assistance schemes, forces to carry out student credit reference agency,
which are totally against the aim of student financial assistance scheme.

Hong Kong Federation of Students is directed against the 5 unjust policies
in student financial assistance:
1. Non-UGC-funded full time students aged above 25 are not able to apply for
“Financial Assistance Scheme for Post-secondary Students”;
2. Interests started when students are still studying under “Non-means
Tested Loan Scheme”;
3. HK Government takes advantages of 1.5% risk interest under “Non-means
Tested Loan Scheme”, thus making a profit;
4. No Self-Finance-Institute student members in Joint Committee on Student
Finance (JCSF);
5. HK Government attempts to carry out “student credit reference agency”
to force students and graduates who are not able to repay.
We, and with Student Unions, call for a protest:

Here are our 5 general suggestions and requests:
1. To rescind the age limitation in “Financial Assistance Scheme for
Post-secondary Students” and to perform equal treatment on all full time
students;
2. To rescind counting interests when students are still studying and to
reduce the financial pressure on students;
3. To rescind the 1.5% risk interest and to solve the problem of
“graduate=deep in debt”;
4. Reject to be trampled in a “zero-objection-situation” – add
Self-Finance-Institute student members into JSCF;
5. To leave aside the plan of “student credit reference agency”
permanently, No Oppression; No Outsourcing; No Shifting Responsibility!
∼ Fight for MTR Concessionary ∼

We, Hong Kong Federation of Students, strongly concern the need of all
students, the elderly and the disabled to use the mass transportation
railway system in a fair basis. And, we ask for MTR Corporation and HKSAR
Government that
1. to extend the concessionary fees (half of adult fees) to all full-time
students over the age of 25) to all lines of MTR,
2. to uniform the fee of $2 to the elderly on weekdays and holidays, and
3. to establish concessionary fees (half of adult fees) to the disabled in
all lines of MTR.

A declaration of Hong Kong Federation of Students on the Saffron Revolution
in Burma

Hong Kong Federation of Students is deeply concerned about the Saffron
Revolution in Burma. We have been informed the serious violation of
democracy and human rights in Burma for several years. Those who sacrificed
their lives for the democracy in Burma should be admired and saluted. In
addition, Hong Kong Federation of Students does fully support the democratic
movement in Burma
Democracy is the universal moral value and political standard. It is beyond
dispute that the Burmese people deserve the right to vote for their
government. The election controlled by the military regime in 1990 was not
recognized because no opposition could participate and no international
monitoring was allowed.
Human rights are universal concerns to all people and governments in the
world. They are the basis of dignity and life. We are shocked by all forms
of massacre, house arrest and suppression of demonstration in Burma. We
protest solemnly against the violation of human rights in Burma and request
the military regime to ensure the democratic transition in progress.
We unanimously support the Burmese people to fight for their rights and
freedoms against the injustice posed by the military regime. We deeply
appreciate the United Nations and some of the governments from the
international community implementing economic sanctions and non-recognition
of “Myanmar” to put pressure on the military regime for the democratic
transition.
We strongly urge all governments, especially the Beijing political regime,
to
1. Cut all forms of relations with Myanmar, the military regime;
2. Ban the armament support and natural resources supply to the military
regime; and
3. Pressure the military regime for the release of political detainees and
the democratic transition in Burma.
"Our problems are man-made, therefore they may be solved by man. No problem
of human destiny is beyond human beings", J.F. Kennedy said. We, the whole
world, ought to line-up and stand firmly against the bloody violence and the
tyranny. On behalf of Hong Kong students, we hope the democratic movement
succeed in Burma.

Just Peace and Democracy in Burma Now!

We, the students and youth of the world, condemn in the strongest possible
terms the violent attacks by the State Peace and Development Council on the
rights and lives of the Burmese youth and people.
Today, we bear witness to the growing discontent among the Burmese people
against the 20 years of the SPDC's military rule.
We bear witness to the collective decision of the Buddhist monks, one of the
most respected groups in Burma/Myanmar, to take to the streets their strong
sentiments on the military government.
We bear witness to the swelling of the people's support to the Buddhist
monks' daily marches and joined in their chants and calls. Later we have
learned that pockets of protests across the country have ensued prior to
these demonstrations.
Recently, we have seen how the SPDC has responded to the monks, youth and
people's demands for the immediate retraction of the price hikes of fuel and
basic commodities, an apology from the government for hurting the monks and
desecrating their temples, the release of Aung San Suu Kyi and all political
detainees, the democratization of Burma and a genuine reconciliation that
the SPDC itself has mouthed all these years.
They responded with brute force, arbitrarily shooting at the protesters
killing some of the monks and the civilians, ransacking and desecrating the
pagodas, disrobing and detaining the monks, arresting, detaining and
torturing student leaders and other progressives.
Fascism has reared its ugly head in Burma as the SPDC openly attacks its
people to salvage its losing hold on political power. It has wielded state
terrorism as the primary form of defense instead of heeding to the Burmese
people's call for justice, peace and genuine democracy.
Twenty years is enough. And it is what the people of Burma/Myanmar now
courageously and steadfastly demand.
We express strong solidarity with the Burmese students, youth and people
inside Burma as well as those taking refuge along the borders of Thailand,
India, Laos and China. We express solidarity with them as they struggle for
genuine national reconciliation, the immediate overthrow of the military
junta and the establishment of a government that will truly serve the nation
and people’s interests.
This struggle is not only hoped by those in Burma but in many countries who
continue to face state-sponsored terrorism, like the Philippines. This
struggle is likewise hoped by those who continue to live under the U.S.
military occupation, like Iraq. This struggle is likewise hoped by the
peoples of Palestine, Afghanistan, Sri Lanka, South Korea, Nepal and many
other countries who are working for peace based on justice, democracy and
liberation from any form of foreign intervention.
Stop state-sponsored terrorism!
End the military junta's 20-year rule!
Just peace and democracy for the people of Burma!
Long live international solidarity!

公民社會【皇后碼頭】宣言
【皇后碼頭】的去留即將進入關鍵時刻。政府在公民社會和立法
會的廣泛質疑下,仍然不願意為保留皇后碼頭的文化歷史價值作出確
切的承擔,並試圖搬出工程技術造價等理由以掩蓋政府一直以來在文
化保育政策上的失誤。經過專業團體與政府代表的仔細磋商,証實了
保育皇后碼頭並不存在任何不能克服的技術障礙。
皇后碼頭是天星碼頭、愛丁堡廣場及大會堂的一個整體歷史區塊
的重要組成部分。儘管皇后碼頭的用途因過往中區填海的不幸決定而
不得不有所變更,但政府按照最佳國際準則保育皇后碼頭的責任則絲
毫未減。
特區政府自1999年起正式確立以可持續發展的理念為施政策略,
自然對妥善保育文物責無旁貸。政府在過去幾年已多次錯失為保育天
星碼頭和皇后碼頭制訂最佳方案的機會,現在更加不能一錯再錯,並
把過往錯誤的代價加諸市民身上。
★ 政府錯失五年時機,文化價值評估仍未完成--古物諮詢委員會
在2002年討論中區碼頭填海時,政府應當馬上進行天星碼頭和皇后碼
頭的文化價值評估,可惜至今仍在拖延。
★ 政府錯失三年時機、P2路至今仍未調整--政府在2004年為P2路
刊憲時忽略了因應皇后碼頭而調整走線,可惜至今仍未重新刊憲,更
正路線。
★ 政府拖延二十個月、仍未進行中區規劃檢討--城規會在2005年
8月指示規劃署為中區填海區的設計進行檢討,但至今尚未進行,延
誤了為天星碼頭、皇后碼頭、愛丁堡廣場及大會堂整個歷史區塊進行
配套設計的機會。
正因政府多年來一直逃避責任,未有制訂一套完整的文物保育政
策,所以在保育天星及皇后碼頭時,應該採用中央政府在2000年批准
的《中國文物古蹟保護準則》﹝統稱為「中國準則」﹞。這套準則乃
通過國際合作努力並且以《威尼斯約章》(1964年)及國際古蹟遺址
理事會澳洲分會的《布拉約章》(1979年制定,1999年修訂)為藍本
制訂而成。因此,「中國準則」代表當前國際最佳的保育準則,其中
以下四條對於保育皇后碼頭特別適用。
第十八條 必須原址保護。只有在發生不可抗拒的自然災害或因國家
重大建設工程的需要,使遷移保護成為唯一有效的手段時,才可以原
狀遷移,易地保護。
第十九條 盡可能減少干預。凡是近期沒有重大危險的部分,除日常
保養以外不應進行更多的干預。必須干預時,附加的手段只用在最必
要部分,並減少到最低限度。
第二十一條 保護現存實物原狀與歷史信息。修復應當以現存的有價
值的實物為主要依據,並必須保存重要事件和重要人物遺留的痕[。
第二十四條 必須保護文物環境。與文物古蹟價值關聯的自然和人文
景觀構成文物古蹟的環境,應當與文物古蹟統一進行保護。
按照上述條款,政府提議將皇后碼頭斬件保存、易地重置的方法
是完全違反了「中國準則」的要求。我們對此方案不能接受。
事實上,政府代表在立法會和4月4日公聽會上的解釋已清楚顯
示,並沒有任何「國家重大建設工程的需要,使遷移保護成為唯一有
效的手段」。綜合各種因素,政府不應以一些不確定的數據、不確定
的延誤、不確定的成本、甚至可能永不發生的項目為理由而違背清晰
的文物保護準則。
我們呼籲特區政府按照「中國準則」所要求的『原址保護、減少
干預、保存現狀、保護文物環境』等各項條款作為凌駕性準則,制訂
最有效保育皇后碼頭的方案,並盡速實施,以顯示政府保育文物的決
心,不會再重蹈胡亂拆毀重要歷史建築的覆轍。

Civil Society Declaration on Queen’s Pier
21st April 2007
The preservation of Queen’s Pier has come to a critical moment. Despite
widespread concerns from civil
society and the Legislative Council, HKSAR Government is still reluctant to
commit to preserving the Queen
’s Pier for the sake of cultural heritage. Its recent focus on the
technical issues of cost and
construction details has been an attempt to divert public attention from the
long-standing failure of its
heritage conservation policy. Careful examinations between professional
bodies and government
representatives have confirmed that there are no insurmountable technical
hurdles in the conservation of
Queen's Pier.
Queen’s Pier is a core part of the Star Ferry, Edinburgh Place and the City
Hall complex, which together
constitute a significant and integrated historical site of Hong Kong.
Although the function of Queen’s
Pier may have to change as a result of the unfortunate previous decision of
Central reclamation, the
Government’s responsibility to preserve Queen’s Pier in accordance with
international best practice has
not diminished.
The HKSAR Government has embraced the concept of sustainable development as
its development strategy since
1999. It must therefore shoulder its undeniable responsibility for heritage
conservation. However, the
Government has repeatedly missed the opportunities to formulate the most
desirable conservation plans for
the Star Ferry and the Queen’s Pier over the past few years. These past
mistakes should not be used as
excuses for making further mistakes, or for transferring the costs of policy
failure to the general public.
★ A lapse of five years – and the assessment of cultural value still
unavailable
The Government should have conducted an assessment of cultural value for the
Star Ferry and the Queen’s
Pier when the Antiquities Advisory Board discussed the issue of Central
reclamation in 2002. Yet no
assessment report has been made available up to this date.
★ Three years slipped away– and the alignment of P2 Road still up in the
air
The Government neglected the need for Queen’s Pier conservation when it
gazetted the alignment of P2 Road
in 2004. It has missed the opportunity to rectify the mistake and re-gazette
a new alignment over the last
three years.
★ A delay of twenty months – design review for Central Reclamation area
still not commenced
The Town Planning Board instructed the Planning Department to conduct an
urban design review of Central
reclamation area in August 2005. Yet the review has not even begun. Its
procrastination has denied the
public the opportunities to search for an appropriate design to facilitate
conservation of the whole
historical complex including Star Ferry, Queen’s Pier, Edinburgh Place and
City Hall.
Over the years the Government has been avoiding its responsibilities in
formulating a comprehensive set of
heritage conservation policies. Now it is only right that when devising the
conservation plan for Queen’s
Pier, it should adhere to the “Principles for the Conservation of Heritage
Sites in China” (the “China
Principles”) adopted by the Central Government in 2000. These principles
are the result of international
collaboration based on the Venice Charter (1964) and Burra Charter (1979,
revised 1999) of Australia
section, International Council on Monuments & Sites (“ICOMOS”). The
“China Principles” thus represent
the prevailing international best practice, from which the four articles
below are of particular relevance
to the conservation of Queen’s Pier.
Article 18 Conservation must be undertaken in situ. Only in the face of
uncontrollable natural
threats or when a major development project of national importance is
undertaken and relocation is the sole
means of saving elements of a site may then be moved in their historic
condition.
Article 19 Intervention should be minimal. Apart from routine maintenance,
there should be no
intervention on parts of a building or a site that are not at imminent risk
of serious damage.
Intervention should only be undertaken when absolutely necessary and then
should be kept to a minimum.
Article 21 Physical remains should be conserved in their historic condition
without loss of evidence.
Respect for the significance of the physical remains must guide any
restoration; vestiges and traces of
significant events and persons must be preserved.
Article 24 The setting of heritage site must be conserved. Natural and
cultural landscapes that form
part of a site’s setting contribute to its significance and should be
integrated with its conservation.
In light of the above provisions, the Government is clearly in violation of
the “China Principles” for
its proposal to chop Pier into pieces before relocation. Such a proposal is
simply not acceptable to us.
In fact, the explanations provided by government representatives in LegCo
meetings and the April 4 Public
Hearing clearly showed that there has not been evidence to justify that “a
major development project of
national importance is undertaken and relocation is the sole means of saving
elements of a site ....” All
factors considered, the Government has no ground to deviate from the
unambiguous conservation requirements
of the “China Principles” on the assumptions of uncertain data, uncertain
delay, uncertain costs, or,
worse, future projects that may never occur.
We hereby petition the HKSAR Government to adhere to the “China
Principles” and develop an effective
conservation plan on the basis of the overriding principles of “in-situ
conservation, minimal
intervention, preserving the current condition, and conserving heritage
setting”. In order to demonstrate
Government’s determination in heritage conservation, we urge the government
to implement the conservation
plan as soon as possible so as not to repeat past mistakes in the
destruction of important historical
assets.
